The NHF and CIPFA (Chartered Institute of Public Finance and Accountancy) have co-produced the Housing finance manual covering key finance issues within the housing association sector with regular updates from key experts.

What is the housing finance manual?

The housing finance manual is a comprehensive online reference resource on financial management for housing associations. It provides practical guidance on all key aspects of housing management and financial functions, including development finance, revenue income, asset management, accounts, treasury management, insurance, risk management and taxation.

The manual is written, peer-reviewed and regularly updated by an editorial board of expert volunteer authors from within the housing and finance sectors.

The housing finance manual is published as part of CIPFA’s TISonline service.

Who is the manual for?

Finance teams

This manual provides the most up to date information which will enable housing associations to ensure that their finance teams have a current and in depth understanding of financial management and governance issues. 

For staff joining from outside of the social housing sector, this manual will enable them to develop a firm understanding of finance issues specifically for housing associations and use the manual as a reference source in their day-to-day work.

Board members and non-financial executives

The housing finance manual provides sector-specific, relevant information written by experts in their field that enables boards to verify that the information they are receiving from their executives aligns with their organisation’s objectives and mission.

The manual will help to ensure housing association boards develop and maintain their understanding of key financial issues, crucial to strategic decision-making.
